Singaporeans need to overcome negative traits

I received an e-mail from a young person aged 27. I extract a few paragraphs from his e-mail below:
Hi Mr Tan,
…. It pains me to see how incompetent the current government is. It’s no joke: whenever you seek help or answers, you are pushed into a chain of merry go rounds whereby each recipient declares that someone else is responsible.
…. Look at the recent current affairs. Which agency or leader have ever declared “yes, it’s our mistake. we will do whatever we can to learn and not repeat them” ?
…. Every single one starts by declaring “it’s not my fault. Everyone else is to blame” and then finds a scapegoat. If not, then they say, “Everyone went in with their eyes open”.
… For me, I am waiting for a new dawn in Singapore Government. Failing which, I’m setting my sights on New Zealand. I heard the grass there is not only greener, but a lot less hectic.”
Singaporean traits
I have personally observed the following traits among Singaporeans over the past many years:
a) Unwilling to take personal responsibility. “It’s not my responsibility”. They are always ready to pass the buck to somebody else. Before taking any task, they want to have their responsibility clearly defined.
b) Unwilling to admit a mistake. There is a fear of making a mistake and paying a heavy price for it, such as losing their job. They learn how to handle it – by passing the blame to somebody else!
How did it happen?
How did Singaporeans get these two traits? I believe that it is due to our education system. They strive to be the top in the class, so that they can qualify for a scholarship. To be top, they must have 100% marks. They cannot make any mistake. If they admit to a mistake, they will lose marks. So, they learn how to avoid admitting a mistake, by pushing the blame to somebody else.
The top scholars never make any mistake. Later, they become the head of our civil service, political leadership and business establishments. The colleagues who work for them learn from their leadership style and behaviour. After a few years, this becomes part of the Singapore culture.
Bad Policy Decisions
Many major decisions in Singapore are made by a small group of people who discuss the issues in secret (fearing a leak of information). To make matters worse, it is quite widely believed in Singapore that many key decisions are really taken by a few top people, or maybe by one person. The people involved in the detailed planning try to second-guess the views of the top people, and will formulate proposals and plans that are acceptable to the top people.
This approach has led to many bad policy decisions being taken. These bad decisions continue a long time, because of the fear of admitting a mistake. Some examples are our public transport and education systems.
Our public transport system has now become quite expensive and does not provide the standard of comfort and convenience that is possible. Our education system produces students with good marks, but lacks the moral values and practical common sense (i.e. street-smart).
Educate Values
To make a change, we have to strengthen the education on values. I like to share the four key values that are important to me:
a) Honesty
b) Fairness
c) Public interest
d) Courage
Honesty. We have to be honest as part of our character. This goes beyond business dealings. We have to be honest in expressing our views and beliefs. We cannot just follow the views of people in power because it is “safe” to do so. If we make a mistake, it is honest to admit it, rather than to push the blame to somebody else.
Fairness. We have to be fair to other people. We cannot take advantage of their ignorance (and profit at their expense) or weakness (and exploit them). We have to give them a fair deal. It will lead to more harmonious relationships and a better society. We cannot cheat others and say that “they should open their eyes” or that “it is a free market”.
Public Interest. We should be prepared to work for the public interest – provided that our basic requirements have been met. We should look for leaders who are prepared to put the interest of the general public above their personal interests. They can make an important contribution to improve the lives of the people. This will be better than monetary rewards.
Courage. We need people who are wise to know right from wrong and have the courage to take action to put things right. Many Singaporeans are fearful of the consequences of taking a different view from the people in power. They dare not speak up, for fear of jeopardising their current status. They only speak anonymously or in the coffee shops. This has to be changed.
Innovation
We want to build an innovative society in Singapore. Innovation requires the willingness to try many different approaches, to make mistakes and learn from them, to take input from as many people as possible.
The input comes not only from theory but from practical experience. We have to talk to the ordinary people who face the practical issues everyday.
Change for the better
I hope that we can change the negative traits in the Singapore character and have people who are able to know what is right (from wrong) and are willing to stand up for what is right. This will produce a more robust people and society.

SINGAPORE : Manpower Minister Gan Kim Yong announced the setting up of Tripartite Upturn Strategy Teams (TRUST Teams) to help companies tackle the global downturn at the May Day awards on Wednesday evening.
The minister said by the end of last month, more than 77,000 workers and 1,100 companies have committed to the Skills Programme for Upgrading and Resilience (SPUR).
But the ministry continues to keep its finger on the pulse of the economy.
"The recent outbreak of the Mexican swine influenza will add to the outlook. How severe is the impact, how deep will this recession be and how long it will last, it is still too early to tell. Retrenchments in the first quarter of 2009 is likely to exceed 10,000 - higher than in the fourth quarter of 2008. The labour market will remain weak for quite some time," said Mr Gan.
Presenting the May Day Awards to 55 individuals and companies was labour chief Lim Swee Say.
Temasek Holding's outgoing CEO, Ho Ching was awarded the Medal of Commendation - Gold for her contributions to the labour movement and promoting harmonious labour-management relations.
Receiving the same award was Wing Tai's Senior Advisor, James Lee - who is a strong supporter of NTUC's social enterprises and served on the Council of the Singapore National Employers Federation (SNEF) for many years.
Two companies GlaxoSmithKline and Shimano Singapore received the Plaque of Commendation - Gold.
Also present at the dinner was Prime Minister Lee Hsien Loong, Cabinet ministers, MPs and tripartite partners. - CNA /ls

Interesting prospects ahead for the opposition
SINGAPORE - Following the latest development of events, Mr Kenneth Jeyaratnam has taken on the role of Secretary-General in the Reform Party, which is set up by his father, the late Mr Joshua Benjamin Jeyaratnam (JBJ). A Cambridge-trained economist, he joins the ranks of one of the rare father-son legacies in Singapore politics.
The late Mr Devan Nair made the following observations of the senior JBJ:
“For one thing, despite Jeya’s courage, he displayed a woeful lack of economics. He clearly never knew at any point of time how Singapore clicked economically. And it was as plain as a pikestaff to me that in five years of free performance in ‘parliament against the likes of Dr Goh Keng Swee, Mr Lim Kim San et al, he would stand exposed in public for his abysmal ignorance of economics.”
It turned out that JBJ proved Mr Nair wrong to a certain extent. As highlighted by Mr Ng E-Jay in an earlier report, JBJ argued against the introduction of the Goods Services Tax (GST) by the government, citing that it is an inefficient form of taxation for a small economy like ours. And companies, firms or a consortium involving the latter which dominate or monopolize the market may put arbitrary price-setting mechanisms in place. The losers will be the poor in the end. JBJ’s arguement has largely proven true down the years. Now, with Kenneth taking over the mantle, any detractors would have to think twice regarding making the same assertion about the lack of economic expertise that was targeted at his father.

Economics expertise aside, Kenneth is also tech-savvy in the sense that he understands the usefulness of an online media platform in supplanting his campaign. As a contributor to a prominent citizen journalist platform such The Online Citizen, he has articulated on certain changes that he has enivisioned such as 1) A minimum wage for old and young workers to prevent companies from importing cheap labor from other countries 2) Higher tax credits for lower income households 3) A reduction or suspension of GST that affects the lower income groups 4) Reduction in fee services and charges (school fees for instance) 5) Reductions in employee CPF 6) Massive investment in education and infrastructure (developing green technologies for instance).
It appears that Kenneth has not shown all the cards in his sleeve as yet, and what he has articulated on TheOnlineCitizen is a mere harbinger for things to come.
Kenneth’s presence would be an interesting addition to political debates between the opposition and the ruling party. Mr Lee Hsien Loong, the current Prime Minister served in Singapore’s economic hotseat as the Minister for Finance and Chairman of the Monetary Authority of Singapore. Both Mr Lee and Kenneth are Cambridge alumni too.
Prospects appear promising. Not only will he enjoy the support of his father’s supporters, but his economics expertise will allow him to address pertinent topics regarding our economy, which translates to bread and butter issues on the ground level. In order to build on existing support, the candidates’ ability to address bread and butter issues can prove crucial. This can win over the ‘what can you do to put food on my table’ type of voters.
Possible Election Strategy
Another interesting aspect of Kenneth’s ascendency will be his election strategy. Will he contest in a Single Member Constituency(SMC), or a larger Group Representation Constituency (GRC)? If more candidates join the Reform Prty, Kenneth would have enough numbers to spearhead a GRC challenge. Or he can choose to target an SMC. Possibilities abound, and at the moment, Kenneth is holding his cards close to his chest. We will definitely hear more from him in the future.

The Aware Conspiracy - facts
I have been following the Aware saga from the newspapers and it’s been a very entertaining drama (a la Hong Kong TVBS serial drama storylines) so far. However I see many people just been drawn into making a stand (either for or against the ‘new guard’) with totally irrational and biased standpoints. It seems that many people are rooting for or against the ‘new guard’ simply based on one criteria - ‘pro-gay’ or ‘anti-gay’.
From a totally non-biased (I’m not gay, not pro nor anti gay, not pro Christian nor anti Christian, no vested interests of any sort) point of view, I think it is quite clear which side is wrong. Allow me to summarize the facts briefly. I don’t intend this to be a comprehensive coverage of what happened so far, just what I observed.
1. The Aware new guard claimed they were not ‘anti-gay’, but they are, coincidentally, linked to a church that has strong views against homosexuality. Further, in some of their church emails which are circulating on the Internet, staff and members of the church referred to the Aware ‘old guard’ as ‘pro-gay’.
2. Ms Thio, the self-proclaimed ‘feminist mentor’ of the new Aware exco, claimed that she had been a supporter of Aware in its early days but the founding members did not remember her at all. Further, in emails circulating on the Internet, Ms Thio’s email to gather support for the now infamous AGM did not mention much (if anything at all) about feminism. Nor did any other of those emails the church members and staff sent say anything about feminism. It seemed to be all about furthering their own hidden agenda of forcing their anti-gay views through using Aware, a secular organization, as a vehicle. Further, why the secrecy, if they were not having a hidden agenda? In one of those emails, Ms Thio mentioned that her identity could not be exposed, and asked those who wanted to join Aware to write nothing on the portion of the Aware membership application form that asked who referred them to Aware.
2. The new guard claimed that they were not bringing religion into Aware, but it emerged later that it was quite clear that they had a religious agenda, and that, worse still, they were trying to hide this agenda by denying it. My opinion is that by taking over a secular women’s organization, they are showing a blatant disrespect for the existence of other religions in Singapore… trying to impose their religious beliefs onto others forcefully. See below for excerpts of those emails:
“Right now we should pray for the COOS members who are being put through scrutiny and invasion of their private lives by the media. Pray that God’s Word will prevail over the values of the world. Homosexuality isn’t God’s design and we pray that those who stand up against it and are discriminated will be delivered. Praise God for COOS’ stand and He who aids us as we stand firmly upon His Word.”
“The pro-gay old guards are retaliating by calling for an Extraordinary General Meeting where they intend to amend the Constitution to only allow members who have been with AWARE for more than 2 years, to vote. If this change is passed, then only the pro-gay old guards and their cohorts will have the power to do what they want.”
“Right now we should pray for the COOS members who are being put through scrutiny and invasion of their private lives by the media. Pray that God’s Word will prevail over the values of the world. Homosexuality isn’t God’s design and we pray that those who stand up against it and are discriminated will be delivered.”

..Please ask your like-minded friends to join Aware so that you can give the vote to those who wish to be an agent of change for the Lord. They could also contribute to the activities of the oprganization as there is much to be done for women and families in this dowturn of the economy. Unfortunately, I cannot surface but shall be assisting in the background . I attach the Aware membership application form for your use. The Aware application form has a section as to who ( if any) told you about Aware. You can just leave it blank .”
3. The new guard exhibited classical signs of consumer behavior - they seemed to be looking for confirming information about the old guard so as to ‘prove their point’ that the latter were advocating ‘pro-gay’ lifestyles, and painted a ‘pro-family’ picture of themselves (and thus justifying their ‘anti-gay’ stance) so as to justify their coup. This was evident from the fact that they only highlighted the more ‘pro-gay’ activities that the old guard held, which might have only comprised of a small percentage of all the activities Aware organized. Further, they seemed to have ignored the disconfirming information… they highlighted that ex-leader Constance Singam attended a gay event last year… but omitted the fact that she had been unwilling to do so previously for fear of being seen as advocating homosexuality…
4. Of course, the new guard, upon knowing that an EOGM would be held next week to bring them down, naturally wanted to protect their positions by garnering more voters on their side… and in the meantime they served themselves another blow with the email asking church members and friends to support their fellow members in the new guard (thereby admitting that Aware is now controlled by the church).
5. Guess whose side the Government is on? The Government has repeatedly said that they would not intervene in this saga. Kind of a dilemma for the Govt, which made clear it’s stance not to legalize homosexualism some time ago. Makes sense, since the Govt would not want to be seen as supporting one religion in a multi-religion society like Singapore. On the other hand, they don’t want to contradict themselves by appearing to support the pro-gay community. But subtle comments were made by various ministers… about how religious organizations should not make use of secular ones to forward their agendas… and now MOE is jumping into the fray by defending the talks on sexuality delivered by the old Aware, which was criticized by the new guard as promoting homosexuality.
Interesting to see how grown-ups with children can be so immatured in fighting over differences in opinions like that. This episode shows that 1. senior executives and professionals can be very childish too 2. better not offend women… as they say, hell hath no fury like a woman scorned =) 3. Singapore is confirmed to be VERY far from being an inclusive society at this point.
It’ll be interesting to see what happens as we move towards the EOGM next week… meanwhile, I am enjoying the dramatic twists and turns in this classic TVBS style catfight on my copy of the Straits Times, over a nice cuppa every morning.

NUS to open Beijing college

The National University of Singapore (NUS) will set up its sixth overseas college in Beijing in August, adding to its other colleges in entrepreneural hubs around the world like Sweden, India and the United States.
Its first batch of 10 undergraduates will go on a year-long programme interning with start-ups in the IT industry and study part-time at the partner Tsinghua University.
The presidents of both NUS and Tsinghua University recently signed a memorandum of understanding to set up the Beijing college under the NUS Overseas Colleges (NOC) programme.
This is NOC's second college in China and its sixth college worldwide including Philidelphia, Stockholm and Sweden.
Close to 150 NUS students participate in the NOC programme every year.
Started in 2002, the programme aims to nurture students into independent self-starters and eventually successful entrepreneurs.

But it was good that the Americans were 'always optimistic', he said.
He was speaking to reporters during his first-ever ride on the Singapore Flyer observatory wheel.
He was asked about the global economic downturn's impact on the tourism industry, which has seen a dip in arrivals.
The Singapore Tourism Board estimates there will be between nine and 9.5 million visitors this year - an annual drop of between 6 per cent and 11 per cent.
This is a result of people worldwide tightening their belts by going to nearer holiday destinations, MM Lee said.
'Everyone does that. Not that they've become poorer overnight, but they have become cautious about spending overnight,' he explained.
'But if you believe what Bernanke and Geithner say, there are 'green shoots'; American banks are beginning to show a little bit of profit. But that may be because they've changed their method of reckoning, per quarter instead of December which counts from January.
'So I have my doubts. But anyway, it's good to be optimistic. The Americans are always optimistic, which is good.'
MM Lee was referring to comments by US Federal Reserve chairman Ben Bernanke and Treasury Secretary Timothy Geithner about the possibility of an earlier US economic recovery.

Dear Ms Josie Lau,
In your letter to AWARE members dated 28 April 2009, you wrote of your wish to “honour and celebrate the achievements of first generation Singapore women and to emulate their spirit of perseverance and to learn from their experience and vision”. You also put forward your rhetoric that “AWARE belongs to you”.
Yet all your actions thus far have been in contradiction to your supposed ideals. You used stealth and subversion to invade AWARE, you got your supporters to vote your team into office despite not having made any contribution towards women in Singapore, you unceremoniously displaced the Old Guard, and you spread vicious lies about AWARE’s Comprehensive Sexuality Education (CSE) programme. Your contradictions have been exposed one after another, yet you persist on your sordid path, pretending to bury your head in the sand.
You tell readers that you wish to honour those who had served before you. Yet you sacked Braema Mathi in the rudest way possible and removed the subcommittee chairs the moment you took office. You say that AWARE belongs to all, yet on the other hand you attempt to impose your own values and beliefs upon others, and ostracized the Old Guard at your press meetings. If this is your definition of inclusiveness, you are making a mockery of the English language.
You claimed in your letter that you want to make a positive difference and help women in distress. Yet your abrupt and disruptive actions over the past few weeks have caused many genuine seekers of help to be neglected, due to the organization being caught up in the conflict that you have engendered.
You claimed that you are seeking to serve other women in Singapore, but all I can see is that you are serving your own bigoted cause. Your resume posted on AWARE’s website lists an impressive array of corporate credentials, but unfortunately it also reveals that you have never been involved in feminism or helping women. In the absence of any track record of feminist work, we have to judge you based on your words and deeds over the past few weeks. Your behaviour speaks for itself.
It is interesting you spent two full paragraphs of your letter discussing CEDAW, but mentioned nothing about the CSE programme that you and your motley crew have raved and ranted about. Perhaps you finally came to your senses when even the Ministry of Education had to step in to rebut your lies concerning CSE. Or perhaps after having laid your hands on the data and research that AWARE has painstakingly accumulated over the past decade, you are now ready to take over the work which rightfully belongs to others.
You said in your letter that “we should not be passive where we can band together to work for positive change”. On May 2, I am quietly confident that concerned members of AWARE will band together to reclaim the organization and the values that they cherish.
To use your own words, that is something worth protecting and fighting for.

Swine Flu Panic : Are we overreacting?
FURTHER UPDATE: Mexico Swine flu toll stabilising
UPDATE: Commonly prescribed drugs such as Tamiful are found to be effective against the disease[Link] and several sources reported that they have been used successfully. The main concern is the death of young health men resembling the deaths during the Spanish flu outbreak in 1918 due to cytokine storm an over-reaction of the immune system. But when the bug got out of Mexico behaved more like any other influenza virus - highly infectious but not fatal. Guys stay calm okay - this storm will soon pass. The WHO raised the pandemic alert level to 4 yesterday. But if you read the statement from WHO, once a new disease shows human to human transmission, the alert level is raised. The WHO has to play it safe and exercise "an abundance of caution". It is also probably correct to 'overreact' given this is a new virus. The newswires and TV news has been 'bombarding' us with new cases reported - confirm and unconfirmed. The fear among people has been mounting. But is this fear rational? A number of people refuse to eat pork although there is no proof and is unlikely the disease can be transmitted by eating pork - viruses are easily killed (more easily killed than bacteria) simply by heating food ...no virus can survive frying. If you're not eating pork raw, it should be completely safe.
Given the avalanche of fear evoking bad news surrounding the swine flu, I would like to bring your attention to the article below. It describes the what happened to 4 students in Nova Scotia who contracted the swine flu. They suffered from no worse than normal flu-like symptoms and then recovered. In fact in almost all cases outside Mexico, the symptoms have been mild and nobody has died. The normal flu which sweeps seasonally through the world every year kills thousands because it infects millions of people - statistically some of them are too weak to handle it. Even chicken pox can lead to death in some cases due to complications. Scientists are now trying to figure out what happened in Mexico where 150+ people died from the flu - did the virus mutate to a milder form? Were there 2 strain of viruses and only 1 survive to infect others? In the coming days, we will probably know whether this flu is just like the common cold that makes its rounds every year or something more sinister. To put some perspective into this consider the fact that 36,000 people die from flu-related symptoms each year in the United States based on official figures from the US CDC[Link 1 Link2]. There is no framing in the reporting of the swine flu and that causes a lot of panic and fear.
My own gut feel is that this 'panic-monium' we are seeing will begin to subside soon. However, one should take the precautions just in case - good hand washing, stay at home if you get sick, no unnecessary travel to Mexico.

Joe Seagram, headmaster of King's Edgehill private school in Windsor, provided the update Monday, a day after the four cases were confirmed.
Seagram said some parents were keeping their children home and attendance was lower than normal, though he didn't give any numbers.
"I suspect it will pick up as people are reassured by the news. I'm hoping that things will get back to normal as the week progresses," Seagram told reporters.
The four confirmed cases of swine flu at the school in Windsor were among the first in Canada. Compared to Mexico, where nearly 150 people are suspected to have died from the outbreak, the cases were relatively mild.
Seagram said none of the students who were confirmed to have the virus were hospitalized. He said three of them, and a number of others who had flu symptoms, have been cleared to return to class.
Dr. Mark Kasimirski, the school's physician, said he heard the fourth student, who is in Halifax, has also recovered.
Still, 27 students remain isolated from other students, while two staff members are at home, Seagram said.
Seagram said the students who remain in isolation are together in a central residence. They can watch TV, go online and interact with each other, but they've been told to remain behind closed doors.
"These are smart kids who are very responsible," Seagram said.
Public health officials suspect the virus was spread by students after a school trip to Mexico's Yucatan Peninsula earlier this month. Of the four students confirmed with the virus, only one was on the trip.
Seagram said no one thought it was the swine flu at first, particularly because the students were sick outside the incubation period and the outbreak in Mexico was in a different region.
Seagram said he got the test results confirming swine flu on Sunday morning.
He said he's pleased with the way the school has handled the matter. Public health officials are notified for any form of the flu, he added, noting the only thing the school is doing differently now is swabbing students twice for testing instead of only once.
Classes are running as usual, though attendance has dropped.
"We're all operating on a day-to-day basis and we're all trying to figure out what really our comfort levels are," Seagram said.
Seagram said his two children are still going to class.
Dr. Robert Strang, the province's chief medical officer, said there have been no other confirmed cases of swine flu in Nova Scotia, but public health officials continue to monitor the situation closely.
"This is a very fluid situation which is changing rapidly," Strang said late Monday afternoon.
In an interview with CBC News earlier in the day, Strang said he had heard reports of a rush of patients with influenza symptoms at the emergency room at Hants Community Hospital.
However, Kasimirski, who's also the hospital's chief of staff, said he believes most of those flu cases are unrelated to the swine flu cases at King's Edgehill.
Eva Lake, 76, who lives in the Windsor area, said she's not afraid, though she'll be washing her hands more frequently.
"It's too bad it's here in Nova Scotia, but I guess we can't escape it," Lake said. "I don't go out a lot, so hopefully, I don't run into anyone with it."

Worst may be over, but brace for more job losses: MAS
The Monetary Authority of Singapore says the worst may be over for Singapore's economy which recorded its sharpest drop – a staggering 19.7 percent slump – in the first quarter of this year .
But there's no reason to cheer yet. The central bank foresees more job losses and several false starts before the economy actually picks up. The only certainty is it isn't going to happen this year.
By the end of the year, "net employment, excluding construction, could fall by more than the 19,800 job losses recorded during the Asian Financial Crisis in 1998".
Don't blame the government, please.
As the central bank rightly says, Singapore is so export-oriented the health of its economy depends on the world at large. So if the economy doesn't get better, you know where the problem lies. Not in Singapore.
"Almost 60% of our exports are destined for economies that are expected to be in outright recession in 2009," says the MAS.
It cites another reason why the economic outlook is so uncertain -- the swine flu outbreak. It's too early to tell how far the disease will spread and what the economic effect will be.
Really, now is not the right time to expect rock-solid economic forecasts.
But the central bank had to come out with its half-yearly review and so it ends up saying why the economic outlook is so hard to read at the moment beyond this woeful certainty:
The domestic economy is not expected to stage a decisive rebound this year.
Recovery is likely to be slow and gradual unlike in previous downturns and there could be several "false starts", says the MAS Macroeconomic Review released today.
The good news is the Singapore economy, being "extremely open", will "pick up more strongly than other countries when the global recovery eventually gets underway".
But the situation now is uniformly gloomy. The Review says:
* The employment outlook has weakened.
* Job losses will be concentrated in the manufacturing and trade-related sectors. Employment prospects for most manufacturing and trade‐related industries have dimmed significantly. Indeed, severe job losses could be expected given the deepening global recession and its impact on regional trade flows.
* Wage growth will moderate significantly.
* The electronics and chemicals clusters remain weak.
* The air cargo segment remains grounded on a weak IT outlook. A supply overhang looms over the container shipping industry.
* Prospects for the domestic financial sector remain weak in the near term.
* There is slower lending activity. Domestic non‐bank credit declined for the fourth consecutive month in February, as business loans weakened in line with the broader economic slowdown.
* Increases in building and construction loans have levelled off.
* The rest of the economy could see further downward adjustments.

My Humble Suggestions involving the AWARE EOGM and the presence of Rajah and Tann
Rajah and Tann has apparently been engaged as the legal advisors for the AWARE EOGM on May 2 to ensure compliance with law and the constitution of AWARE.
I, of course, have my doubts about their role there. However, I'm willing to give Rajah and Tann the benefit of doubt at this point in time.
That being said, I would make a couple of very humble suggestions for those attending. Consider this my contribution to the cause.
Please note here that everything I say here should be verified and fact-checked - I'm no expert on the Societies Act, and I certainly haven't seen or read the Constitution of AWARE.
(1) The first thing attendees must clarify is this: Who is Rajah and Tann's client? Specifically, is Rajah and Tann's client AWARE, or the new Ex-Co, or members of the Ex-Co in their personal capacity?
The distinction here is absolutely important. If Rajah and Tann's client is AWARE, then they are bound to act in the best interests of the Society as a whole - which means that they can neither favour the current Ex-Co nor the existing members. If they do so, then it would be advisable to remind them of their professional duty here.
Things would be somewhat different if they are the Ex-Co's clients. In such an event, please be aware that Rajah and Tann is not obligated to act in anyone's best interests except the Ex-Co.
(2) The second thing is - those who are attending, please study the constitution of AWARE. My concern right now is that there might be some procedural defect in the calling and voting of this EOGM. One that I am especially concerned about is that some societies reserve the power to choose not to accept certain members - which the Ex-Co can exercise quite legitimately to swing the votes in their favour. Others may become members but may not be eligible to vote in this EOGM because they joined too late.
In this regard, I would advise some kind of verification process to clarify who are the members eligible to vote - I would certainly press that this be answered by the Ex-Co at least, and Rajah and Tann themselves if they come out in the open and state that their clients are AWARE.
Another concern I have is the use of a possible procedural defect to render the results of the vote void - the change of venue itself is a bad sign. I don't know what kind of notice provisions the Constitution of AWARE has, but it does seem awfully last minute. My advice here is to clarify and question whether this will eventually render the results of the meeting void, and if so, why was this action taken in the first place.
(3) Given that the crowd may be huge that day, my suspicion is that not everyone will be able to enter the hall. Fire codes, etc may be cited to limit the crowd. In that regard, I would encourage everyone to be patient. Furthermore, I would encourage the attendees to clarify what kind of criteria they would use to allow people into the meeting - first come, first served may be helpful, but again, it may be biased against people who wish to vote against the Ex-Co, given that there is a convention next door.
My suggestion here is to be patient and ask questions about the process and procedure for admittance into the hall. Oh, and make sure to arrive on time.
I would also encourage that AWARE be prepared to find a way for all attendees and voting members to listen to the discussions, even if the capacity is reached. If this is not done, I fear a spontaneous mob may form and more accusations of bad faith be slung about.
Good luck. I will not be present and I will be unable to vote even if I was present. As such, I wish AWARE all the best.
To my lawyer friends and classmates who are more, uh, aware of the issue than I am, please feel free to correct what I have written or dismiss these thoughts outright.
Update 1 If what I have access to is in fact the latest copy of the AWARE constitution, then please be aware that there does not seem to be an express provision for the removal of AWARE Ex-Co members duly elected. This may be a possible tripping point.
My suggestion - don't let this discourage you. A 2/3 majority overturns the rules of the Constitution, subject to the Registrar of Societies' consent. Get the votes, and worry about the acts later. I suspect this will end up in a nasty lawsuit regardless.
Update 2 The newspaper reports I've been reading seem to indicate that Rajah and Tann is acting as counsel for the EX-CO. I suggest a couple of courses of action IF R&T are in fact representing the Ex-Co (i) check whether the bill paid to Rajah and Tann is paid from AWARE funds (ii) if they are, check whether it is within the constitutional limit of $20,000 per month and (iii) question whether there is an issue in having the funds paid out from AWARE's coffers but only benefitting the Ex-Co.

Raffles Institution’s students take to Speakers’ Corner

Raffles Institution (Junior College) will be holding its 2nd Raffles Community Leaders Forum (RCLF) from 8 June to 11 June.
As part of the lead-up to the event in June, the student organizers will be holding a pre-forum event at Speakers’ Corner (Hong Lim Park) on May 3rd, Sunday.
The event at Speakers’ Corner on Sunday is part of the publicity to raise public awareness for RCLF and community issues which the forum in June will be exploring. The leaders of the different topics will be giving brief overviews of their issues and pinpointing the specific problems which they have identified, allowing positive engagement of youths to speak up and seek solutions to community problems.
The RCLF is “a platform for youth to gather and collectively engage specific community issues through facilitated discussions, community interaction and talks,” say the organisers. “The final product at the end of the forum would be an action plan detailing the contributions that the Forum participants can make towards ameliorating the problem and addressing the needs of the target community.”
Special Interest Groups (SIGs) this year include:
Reaching out to abused and neglected children
Meeting the needs of the elderly
Youths at risk
Environmental issues
Victims of abuse – outrage of modesty
Understanding the intellectually disabled
Urban poverty
Animal welfare
Understanding the physically disabled
Victims of abuse: dating and domestic violence
The forum is targeted at youths between the ages of 17 to 25 with a “genuine desire to make a difference.”

Time for mainline churches to make a stand
And here is the reason why:
In general, COE churches also do not have indoctrinations lists for the quarter for cell-church leaders or use Hillsong A/G recordings and other “Christian contemporary” artists in their hymnal or specific promotion of “health and wealth” gospel including sections on “maintaining your healing”. (The latter is, shall we say, unique–apparently failures of faith-healing can literally be blamed on “thinking negative thoughts” and thus “opening doorways to Satan”.)
In other words–we are dealing with something not unlike what happened with Holy Temple Bradenton in the UK–the church that is the originator of the “bait and switch evangelism” Alpha Course. Namely, the church seems itself to have been steeplejacked by NAR promoters from a completely different denomination–in HTB’s case, by a Vineyard-linked “cuckoo church”.
And in tracing the possible influences on Church Of Our Saviour, all roads lead–disturbingly–to Hillsong and to the Denomination Formerly Known As The Australian Assemblies of God.
You may think that these people are united with you on the issue of homosexuality, but in reality it is merely used as a wedge issue in order to take over your church. If you are not militant, hardline and confrontational, then you are not a “real Christian”.
Not only does FCC promote cells openly, but they promote within “women’s cells” a particularly horrific religiously motivated child abuse program (namely the Ezzo’s “Growing Kids God’s Way”, linked starvation deaths and hospitalisations of children and which is essentially a program of religiously motivated child abuse and neglect). In addition, they are quite explicitly NAR in promoting the “fivefold ministry” concept as well as cells and the very Alpha Course invented by the steeplejacked Holy Temple Bradenton.
These are facts that have been reported in Australia and beyond. Is this what you are willing to let happen to your church? They WILL come for you.
Additionally, take note: these cults are virulently anti-Catholic. There are a number of anti-Catholic sites online which are banned in Singapore, and they are all run by these cults which claim to be “Christian”.
Time to make a stand. For the sake of your own faiths.

Muslim perspective to the Aware saga?
If there's one aspect of the saga that has been missing from media coverage, it would be the Muslim viewpoint of the issue. Of course, the media and the government does not want to frame it as a religious issue, and they have good reasons to do so.
But one cannot deny that the new Aware team has a religious motivation to do what they do. Some have been discontented at the Christian view of the homosexual issue, as this is the main reason why the Aware team took action. But we must not forget that theirs is a view shared by most Christians in Singapore.
Face it, as much as we love the sinner, homosexuality is still a sin.
This belief alone has caused some bloggers and forumers to react negatively to the new Aware team, despite the fact being that its not just their beliefs that is the problem, but their approach to implementing it.
Furthermore, Christians are not the only ones who think that homosexuality is a sin. Even Muslims do, as well. But looking beyond both religions, even parents who are not religious would be concerned about the possibility that MOE teaches that homosexuality is normal. While MOE claimed that they have not received complaints so far from parents, perhaps it is due to ignorance of what the programme teaches.
In any case, my professor made a very good point: If it was a group of Muslims who orchestrated the takeover of Aware, would the government be as relaxed, and the public as nonchalant? Imagine this headline on the Straits Times: "Muslims oust Aware Old Guard". What would public reaction be?
This thought experiment points out the inherent bias present in Singapore society: are we more lenient towards Christian fundamentalists than Muslim fundamentalists? My professor said that some in the Muslim community are unhappy about this bias. But of course, that is his view.

Interesting prospects ahead for the opposition
SINGAPORE - Following the latest development of events, Mr Kenneth Jeyaratnam has taken on the role of Secretary-General in the Reform Party set up by his father, the late Mr Joshua Benjamin Jeyaratnam (JBJ). A Cambridge-trained economist, he joins the ranks of one of the rare father-son legacies in Singapore politics.
The late Mr Devan Nair made the following observations of the senior JBJ:
“For one thing, despite Jeya’s courage, he displayed a woeful lack of economics. He clearly never knew at any point of time how Singapore clicked economically. And it was as plain as a pikestaff to me that in five years of free performance in ‘parliament against the likes of Dr Goh Keng Swee, Mr Lim Kim San et al, he would stand exposed in public for his abysmal ignorance of economics.”
It turned out that JBJ proved Mr Nair wrong to a certain extent. As highlighted by Mr Ng E-Jay in an earlier report, JBJ argued against the introduction of the Goods Services Tax (GST) by the government, citing that it is an inefficient form of taxation for a small economy like ours. And companies, firms or a consortium involving the latter which dominate or monopolize the market may put arbitrary price-setting mechanisms in place. The losers will be the poor in the end. JBJ’s arguement has largely proven true down the years. Now, with Kenneth taking over the mantle, any detractor would have to think twice with regards to making the same assertion on a lack of economics expertise that was targeted at his father.
Kenneth Jeyaratnam
Economics expertise aside, Kenneth is also tech-savvy in the sense that he understands the usefulness of an online media platform in supplanting his campaign. As a contributor to a prominent citizen journalist platform such The Online Citizen, he has articulated on certain changes that he has enivisioned such as 1) A minimum wage for old and young workers to prevent companies from importing cheap labor from other countries 2) Higher tax credits for lower income households 3) A reduction or suspension of GST that affects the lower income groups 4) Reduction in fee services and charges (school fees for instance) 5) Reductions in employee CPF 6) Massive investment in education and infrastructure (developing green technologies for instance).
It appears that Kenneth has not shown all the cards in his sleeve as yet, and what he has articulated on TheOnlineCitizen is a mere harbinger for things to come.
Kenneth’s presence would be an interesting addition to political debates between the opposition and the ruling party. Mr Lee Hsien Loong, the current Prime Minister served in Singapore’s economic hotseat as the Minister for Finance and Chairman of the Monetary Authority of Singapore. Both Mr Lee and Kenneth are Cambridge alumni too.
Prospects appear promising. Not only will he enjoy the support of his father’s supporters, but his economics expertise will allow him to address pertinent topics regarding our economy, which translates to bread and butter issues on the ground level. In order to build on existing support, the candidates’ ability to address bread and butter issues can prove crucial. This can win over the ‘what can you do to put food on my table’ type of voters.
Possible Election Strategy
Another interesting aspect of Kenneth’s ascendency will be his election strategy. Will he contest in a Single Member Constituency(SMC), or a larger Group Representation Constituency (GRC)? If more candidates join the Reform Party, Kenneth would have enough numbers to spearhead a GRC challenge. Or he can choose to target an SMC. Possibilities abound, and at the moment, Kenneth is holding his cards close to his chest. We will definitely hear more from him in the future.

Aware new guards - Doing more harm than good
Sometimes you can’t help but wonder what’s wrong with all these people. Study so much yet can’t think properly. They think they are doing a good job. They think they are pushing their Anti-LGBT (lesbian, gay, bisexual, and transgender) ideology the right way. They think their takeover of Aware is right and will go unchallenged. Boy are they very the wrong.
Firstly, the old Aware isn’t Pro-LGBT. So why is there a need to takeover them? And that bunch of woman took over Aware like an invasion, thinking people will sit down there let them do whatever they like? Wake up girls. And after taking over the place, they all create a hell of a mess by sacking people, changing locks and allow burly man inside the centre. Hello, that is a woman counselling centre, use your brain a little can? You do until like that, how to gain supporters for your clause?
And by pushing their Anti-LGBT ideology, they made many pro-LGBT people join Aware.
If the new guards don’t get overthrown this Saturday, Aware will go down as a Christian Fundamentalist group that is Anti-LGBT and lose all its creditability. The old guards can always setup another association and continue their work. The people will support the old Aware members where ever they go.
If the new guards gets overthrown, we might have another problem. Ever since the call for vote of no confidence, lots of Pro-LGBT people has joined Aware. When the new guards is out, Aware will have a huge group of Pro-LGBT members. Will they use this opportunity to drive Aware towards a Pro-LGBT direction? I hope not. But if that happens, we only got 1 group of people to blame: The Christian Fundamentalist who overthrow the old guard and created this mess.
Like I said previously, everything is peaceful until that bunch of woman come and create trouble. I”m not anti or pro LGBT. But I just can’t stand the way this group of people do things.

Why Singapore's Sustainable Development Blueprint is UNsustainable

My impressions?
In short, it is inadequate and myopic. It is another step on the road to diminishing returns on investments in social complexity. (See also: New Scientist article)
In spite of the blueprint's laudable efforts and lofty goals to maintain sustainable growth (an oxymoron really) and to promote green living standards, one topic that is sorely missing is any discussion at all about the future availability of dense energy sources, namely fossil fuels, to implement the "four-pronged strategy".
Energy is required for water recycling, purification and desalination, for waste management and recycling, for public transportation, for the construction of green buildings, etc. The big question which is not answered in the blueprint: where will we get the energy to carry out these activities in the next 20 years?
Sure the blueprint talks alot about energy efficiency and technologies, but they should focus on total overall consumption instead. If total overall consumption keeps growing, a finite resource like oil or natural gas will eventually be depleted regardless of how efficiently it is consumed per capita. See charts here. The blueprint states:
In the past 10 years, households in Singapore consumed 64% more electricity, 21% more water, and generated 21% more solid waste. (p.40)
Will technology save us? No, because firstly it will likely result in greater consumption of energy and resources according to "Jevons Paradox," named after the 19th century English economist who observed that the increased efficiency in consumption of a resource tends to increase overall consumption and demand. Secondly, technology runs on energy. All forms of alternative energy depend on energy inputs from shrinking reserves of fossil fuels during the manufacturing process, and due to reasons of complexities of scale, diminishing energy returns, low energy qualities and energy interchangeability challenges, alternative energy supplies can never fully replace fossil fuels. Minister Yaacob Ibrahim, co-chairman of the IMCSD, has acknowledged this fact in the Business Times (28 April 2009, p.32):
"If you ask us whether we can really change our economic structure and replace all the fossil fuels that we import with alternative energy - not possible."
Considering that surplus energy is required for growth and complex societies like ours to function smoothly, how shall we live after peak oil if alternative energies are not viable substitutes?
The Export Land Model developed by geologist Jeffrey Brown and others forecasts that the top five net oil exporting countries of the world (Saudi Arabia, Russia, Norway, Iran and the UAE), who presently account for half of the world's net oil exports, will cease to export any oil by 2030 because of rising domestic consumption in their own countries and declining field production. In other words, they will have ZERO oil surpluses for export by 2030; they keep whatever they have for themselves and the rest of the world gets nothing. Actually, we don't even have to wait till 2030 to experience the painful effects because the model projects that their oil exports will be halved by 2015. If you think about that for a minute, the implications are profound and far-reaching; we're talking about distressing adjustments to the way we live, eat, work and play for the next 10-20 years.
Derrick Jensen, author of Endgame, defines a city as "people living more or less permanently in one place in densities high enough to require the routine importation of food and other necessities of life." Singapore certainly fits that description. Because of our excessive reliance on transient supplies of fossil fuels for food and electricity, densely populated cities like Singapore are by nature unsustainable and abnormal in the history of civilisation. William Catton, author of Overshoot, characterises this aberration as a "phantom carrying capacity" - that portion of a population that cannot be permanently supported when temporarily available resources [fossil fuels] become unavailable.
I am a little amazed that our sustainability blueprint for the next 20 years would exclude any major discussions of future energy sources. Just like the Ministry of Trade and Industry's "Energy for Growth - National Energy Policy" report, the sustainable blueprint has been disappointing. IMCSD has failed to connect the dots between the economy and the ecosystem by erroneously believing "that growth and environmental sustainability are compatible and mutually reinforcing (p.78)" and by neglecting any studies on future energy availability.
Fellow Singaporeans, brace yourself for a tumultuous future.
The only viable long term solution? Stop growing. Relocalize and embrace a steady state economy.

AWARE EGM venue moved to EXPO, next to “Transformation Conference 2009? co-organized by COOS and 40 other Churches!!!
We have received tip-off from a COOS member that the church is mobilizing its members to attend the “Transformation Conference 2009” on 2 May 2009, 9am to 6pm at the Singapore EXPO, right next to where the AWARE EGM is held!!
In a statement, Aware said it made the change because membership has been growing by the day. It did not say how many members there are now.
[Where do these new members come from? Will the new exco change the venue to accomodate supporters from the of the camp?]
Among the supporters of the new team are staff and members of the Church of Our Saviour, who have been encouraging people to join Aware and support the new team.
In a weekend sermon posted on its website, Pastor Derek Hong urged the women in his flock to ‘be engaged’ and support Ms Lau and ‘her sisters’ at Aware. He said: ‘It’s not a crusade against the people but there’s a line that God has drawn for us, and we don’t want our nation crossing that line.’
[OMG, Mr Hong, Singapore is not the nation of your God. What line God has drawn for you is your own business, it doesn't apply to non-believers, get it??]
Pastor Derek Hong “strongly encouraged” church members to attend the 2 day conference on 1st and 2nd May 2009 during a sermon at COOS last Saturday:
The event is “Love Singapore Network” which comprises of COOS and 40 other churches in Singapore!! There are emails circulating around urging members to attend the conference and to sign up for the AWARE membership.
It doesn’t take a genius to know that this change of venue is to “facilitate” participants of the Transformation Conference to “hop by” next door to vote at the EGM!
In the end, the leadership tussle within AWARE will be decided largely by new members who have no clue or love for the organization at all.
This is a number game. The majority wins, as simple as that.

Josie Lau’s first official statement as AWARE President rings hollow to a unsympathetic audience
In her first official statement as AWARE President which was posted on its website (Source: AWARE), Ms Josie Lau made an impassioned plead to all Singaporeans to give her team an opportunity to serve the community.
Her conciliatory tone was in stark contrast to her demeanour during the press conference called by the new exco last week where she was in a combative mood.
“I am a woman seeking to serve other women in Singapore. Like you, I have struggles. I do not have all easy answers to the many hard questions that life throws up. No one does.” she wrote.
Josie promised to make a positive difference to the lives of AWARE members and society, one of which is to help the many distressed women affected by the current economic crisis.
I would really love to give Josie a chance to prove herself had not for the ugly turn of events occuring during her short stint as President which leaves a bitter taste in the mouths of everybody.
The sad truth is: Josie has lost the moral authority to lead AWARE. Even if she managed to cling onto her position as President in the coming EGM, it is nothing more than a hollow victory.
Had Josie and her new exco won the elections on their own merit in their individual capacities without involving their Church, nobody would have bade an eyelid.
The new AWARE under her leadership will be a pale shadow of its glorious past with the seeds of mistrust, suspicion and acrimony being sowed in the ranks of the fissured community.
The sexual minorities will probably shun AWARE altogether while non-Christians will remain sceptical of its agenda. AWARE can no longer claim to represent the interests of all women in Singapore.
I can understand that this must be a very difficult period for Josie and her family. She has been put under intense public scrutiny since the first day she became President. Her employer had come out publicly to denounce her for accepting the position.
She was constantly ridiculed and harangued by many in blogosphere. Death threats were sent to her family and to add salt to her wounds, the public at large had little sympathies for her judging from the lukewarm reaction so far.
It must be a traumatizing experience for her to be subjected to so many upheavals in one go. Why is she hanging on? Just for the chance to lead an organization which she joined only lately?
Much as I sympathize with her plight, I feel that Josie should relinquish the position of President before the EGM in the interest of all parties.
Josie’s position is untenable at present. It will be humilitating for her to be voted out of office. If she somehow manage to survive the vote of no confidence, she will be leading AWARE without the trust and support of a significant proportion of women it purported to help.
Either way, it is unfortunate that what should be a purely internal matter of AWARE is now turning out to be a free-for-all slug fest between the supporters of the old guards and new exco which the media will gleefully savour with delight.

April 30 (Bloomberg) -- Singapore employers fired a record number of workers last quarter as the nation’s deepest recession since independence in 1965 forced manufacturers to cut output.
The Southeast Asian nation’s seasonally adjusted unemployment rate rose to 3.2 percent from a revised 2.5 percent in the previous quarter, the Ministry of Manpower said today. Employers retrenched 10,800 workers, and another 1,800 were released from their contracts early, bringing total job cuts to 12,600.
The worst global recession since World War II has battered trade-dependent Singapore, where the government says gross domestic product may shrink as much as 9 percent this year. Prime Minister Lee Hsien Loong’s efforts to prevent job losses by handing out cash haven’t stopped companies such as music- player maker Creative Technology Ltd. from firing workers.
“Falling external demand has severely affected the manufacturing sector,” the report said. Employment declined “as the economy continued to worsen.”
Singapore will make a “slow and gradual” climb out of the current recession, and the island’s economy won’t experience a “decisive rebound” this year, the Monetary Authority of Singapore said yesterday.
The jobless rate was the highest in more than three years, and in line with the median forecast in a Bloomberg News survey of nine economists. The manufacturing industry lost 19,900 jobs, while service industries added 10,300 new positions last quarter, the report showed.
Construction companies hired 8,500 new workers, resulting in a total net job loss of 1,000 jobs in the first three months of 2009, the report said.
About 13,920 workers were retrenched last year in Singapore, the most since 2003, while another 2,970 people were released before their contracts ended, the most since 1998.
In the aftermath of the Asian financial crisis in 1998, about 30,000 workers were retrenched in Singapore, and some 26,000 people lost their jobs in the 2001 recession.

This advice, for those who have criticised the sexuality programme run by the Association of Women for Action and Research (Aware) in some schools, was given by Senior Minister of State for Education S. Iswaran on Tuesday.

The Ministry of Education (MOE) takes a deliberate and cautious approach in sex education, he said, and its guiding principle is that the family is the basic building block of society.
Its guidelines, he said, were drawn up to help students make 'values-based decisions on this whole issue of sexuality and in a manner which is sensitive to our multiracial, multi-religious environment, because clearly, there are different perspectives in our society'.
Mr Iswaran explained that while teachers deliver the core curriculum for sexuality education, schools have the flexibility to engage external agencies - including Aware - to run additional programmes for their students.
But these extra programmes must abide by MOE guidelines.
The Aware sexuality programme for schools has emerged as one of the core points of contention between the organisation's new and old guard.
Last week, in giving her take on why some members of the group decided to mount a leadership takeover, senior lawyer Thio Su Mien - who described herself as the 'feminist mentor' of the new guard - said the Aware programme encouraged lesbianism and homosexuality.
She said the programme taught young girls from the ages of 12 to 18 that it is okay to experiment with each other. She talked to some parents about this, and they were flabbergasted, she added.
This had galvanised the members of the new guard into action, she said. On Tuesday, however, Mr Iswaran countered this view. He said the ministry had not received any complaints about the programme, and has had no reason to intervene thus far.

Swine flu: Boy may be Patient Zero

MEXICO CITY - A FOUR-YEAR-OLD has emerged as a possible Patient Zero as Mexico, at the centre of a global swine flu epidemic, struggled to piece together its lethal march.
The boy, who survived, could be the earliest known victim in Mexico of the never-before-seen virus, Mexican Health Secretary Jose Angel Cordova said on Monday. He could have contacted the virus even before Ms Maria Adela Gutierrez, 39, the first fatality of the swine flu confirmed by the Mexican government. Ms Gutierrez died on April 13 in the southern city of Oaxaca.
Tests show that the little boy contracted the disease at least two weeks earlier in neighbouring Veracruz state, where a community has been protesting against pollution from a large pig farm, Dr Cordova said. The boy's case provides an important clue of the strain's path.
He lived near a pig farm run by a US-Mexican company, Granjas Carroll, in the municipality of Perote. He contracted the disease on April 2, Dr Cordova said, and was part of a group of residents who came down with what at the time was labelled a particularly bad case of the flu in the area. Some people reported being sick even as early as February.
Local residents were convinced they were sickened by air and water contamination from pig waste. But a spokesman for Granjas Carroll said the company has found no clinical signs or symptoms of the presence of swine influenza in its swine herd or its employees.
Local health workers intervened early this month, sealing off a town in Perote and spraying to kill off flies. Local officials also claimed that the infection might have started with a migrant farmer who returned from work in the United States.
Only one sample from the group who was ill - that belonging to the boy - was preserved. It was only after US and Canadian epidemiologists discovered the true nature of the virus that Mexico submitted the sample for international testing, and discovered what he suffered from.
The boy has since recovered.
It is unknown how many more of the hundreds of people who fell sick around April 2 in Perote were also infected by the more virulent strain.
In another ominous disclosure, officials said Ms Gutierrez, the first confirmed fatality of the swine flu, worked as a door-to-door census-taker and might have had contact with scores of people before being hospitalised. From Wednesday, thermal scanners, already deployed at Changi Airport, will be placed at the Harbourfront Centre and Tanah Merah ferry terminals. At other sea entry points, such as West Coast Pier and Changi Ferry Terminal, temperature checks will be done by thermometer.

The flurry of activity comes after the World Health Organisation (WHO) decided late on Monday night to raise pandemic alert levels from 3 to 4, two short of the maximum. This means that the virus is circulating among humans, and is capable of causing community-level outbreaks.
In Singapore, the Health Ministry (MOH) raised the alert level last night from green to yellow, on a five-colour alert system which rises from green to yellow, orange, red and the most serious, black. 'This is to better brace ourselves to handle situations where there may be isolated imported cases but no sustained local transmission,' it said in a statement.
The colour code is a guide for all parties on how to respond at different stages of a potential pandemic. Actions listed under the yellow strategy include twice-daily temperature checks on hospital staff and a ban on patient transfers between hospitals, except in emergencies.
Last night, National University Hospital staff were already in yellow mode: A thermal scanner is in place to screen visitors. Staff have also been told to stop visitors, except those accompanying children who are patients, from entering the Accident & Emergency department. 'It feels similar to the Sars days, when thorough checks were in place, but it's not that extreme yet where visitors are totally barred,' said a hospital administrative staff.
Here, 16 people have been referred to the Communicable Disease Centre (CDC) and one person was seen at the Singapore General Hospital, said MOH. So far, four have tested negative for influenza A. Preliminary test results can be obtained in a day, but confirmation of the swine flu H1N1 strain will take up to seven days.
On Tuesday, the Government Gazette showed that MOH has authorised seven people to exercise powers under the Infectious Diseases Act till July 31. These include being able to compel those suspected of having the virus to go through a blood test.
The Singapore Civil Defence Force has put out an urgent call for 'flu pandemic supplies' on the website the Government uses to call for tenders. It could not specify what these supplies were but it made clear that delivery time and shelf life were more important than price. The deadline is on Thursday.
Also last night, MOH gave the assurance that it has enough of the antiviral drugs, Tamiflu and Relenza, to treat Singaporeans should the need arise. 'Members of the public should thus avoid stockpiling of these antiviral drugs,' it added.

The number of confirmed cases in the United States was raised to 64, but states and cities were reporting more suspected cases. In New York, the city's health commissioner said 'many hundreds' of schoolchildren were ill at a school where some students had confirmed cases.

Canada reported 13 cases and urged people to avoid unnecessary travel to Mexico; Cuba banned flights to Mexico, where public life is being altered dramatically by illness.
The Los Angeles County coroner's office was investigating the recent deaths of two men for links to swine flu. So far, no deaths linked to the disease have been reported outside Mexico.
But Richard Besser, acting director of the Centres for Disease Control and Prevention, said in Atlanta: 'I fully expect we will see deaths from this infection.
That was echoed by US Homeland Security Secretary Janet Napolitano. 'It is very likely that we will see more serious presentations of illness and some deaths as we go through this flu cycle,' she said.
Flu deaths are nothing new in the United States or elsewhere. The CDC estimates that about 36,000 people died of flu-related causes each year, on average, during the 1990s in the United States.
But the new flu strain is a combination of pig, bird and human viruses for which humans may have no natural immunity.
Ms Napolitano suggested that closing the border with Mexico wouldn't stop the spread of the illness. She pointed out that the US does a great deal of trade with Mexico and 'that would be a very, very heavy cost for - as the epidemiologists tell us - would be marginal, if any, utility in terms of actually preventing the spread of the virus.' Mr Besser said the US has 64 confirmed cases across five states, with 45 in New York, one in Ohio, two in Kansas, six in Texas and 10 in California.
New York has the largest number of swine flu cases, with a heavy concentration at a Catholic school in Queens section of New York City, where students recently went on a spring break trip to Mexico.
There also were indications that the outbreak may have spread beyond the school, with two people hospitalised and officials closing a school for autistic kids down the street. Those two hospitalisations are in addition to the five hospitalizations announced by the CDC, including three in California and two in Texas.
'It is here and it is spreading,' New York City Health Commissioner Thomas Frieden said. 'We do not know whether it will continue to spread.'
The flu is believed to have killed more than 150 people in Mexico. Mexico City, one of the world's largest cities, cracked down even further on public life, closing gyms, swimming pools and pool halls and ordering restaurants to limit service to takeout.
